But were these targets the Soviet missiles? In fact, the idea that NATO's INF modernization was causally connected to any Soviet deployment of offensive nuclear weapons, except in one very special sense, is logically absurd. This is so despite the fact that Pershing 2 is, as all NATO central front land-based nuclear systems have always been, easily capable of acting as a first-strike weapon. The constraints on describing INF as suitable for use in this role have always been political rather than imposed by the missiles' technology.

The graph indicates another factor to NATO's advantage: with a less capable tank than the M-1, the basic skill of the crew has a marked impact on performance. The M-60, when crewed with a commander and gunner of the lowest basic intellectual capacity, based on US Army criteria, hits only 24 percent of its targets, but when both of these men come from the top seven percent of recruits (grade five, the highest in the US Army's rankings) then they hit their target nearly twice as often. The United States (along with the UK and Canada) have all-volunteer forces, and the calibre of recruits is very high.
