In method 2 the qualifying examination is followed by a number of tests and interviews, arranged by the Civil Service Selection Board. Those who pass this stage are interviewed by the Final Selection Board. Candidates under method 2 must have, or obtain during the year of the competition, a first- or second-class honours degree. There is a strong tendency for candidates to favour method 2. In January 1966, in the qualifying examination stage, 31 candidates sat for method 1 only, against 366 for method 2; 143 sat 5 for both methods.

And although the principle of promotion by merit is broadly accepted, this usually means promotion within the class to which one is originally recruited. Since we are here mainly concerned with promotion from one class to another, usually, though not invariably, determined by success in a limited competition, it is not proposed to enter into the question of what constitutes merit. One may remark, however, that qualities which are considered meritorious in one class may be thought inappropriate for a different class.

It should also be remarked that there is a fairly rapid turnover of departmental ministers in Britain. By the time some example of incompetence or maladministration has come to light a minister may well have been moved to a different department; he may have left the Government altogether. His successor in his original department may admit responsibility to the extent of answering questions, defending decisions, or rectifying mistakes. But he will not feel obliged to resign in the face of criticism.
